  • Annual Hours of Peak-Hour Excessive Delay (PHED) Per Capita

    (Michigan) The Flint urbanized area saw a significant decline in PHED performance in FY 2021. The reported 5.7 hours are nearly double the average of the previous 4 years. It was determined that several large freeway reconstruction projects associated with the Rebuild Michigan Program were likely the primary driver of this spike. Increased reconstruction activity along major corridors within the urbanized area will continue throughout this performance cycle. However, it is unknown at this point if these future projects will have a significantly greater impact on PHED than the projects underway in 2021. Because of this, it was determined that a more conservative target should be set due to this layer of uncertainty in addition to the concerns regarding pandemic impacts and data concerns.

  • Non-Single Occupancy Vehicle (Non-SOV) Travel

    (Michigan) Prior to 2020, the trend for Non-SOV percentage for the Flint UZA was flat according to the date from the American Community Survey. Because of this, the fact this is a first target for this UZA, and the uncertainties of what the post pandemic data would indicate, the target was set with a conservative thought process in mind.
