    (Wisconsin) The PHED targets were developed through a collaborative effort between SEWRPC and WisDOT that relied on the Travel Demand Model maintained by SEWRPC. This model produces changes in demand over time and incorporates major programmed construction projects to produce delay predictions in the Milwaukee urbanized area. Modeled delay in 2023 and 2025 was compared to the model base year of 2017, and these changes were applied to the calculated 2017 PHED value to get anticipated PHED values in the target years.

    (Wisconsin) Three methodologies to estimate future years 2023 (2-year) and 2025 (4-year) targets based on the historical trend, fiscally constrained transportation plan (FCTP), and VISION 2050 (SEWRPC long-range transportation plan) were developed. The American Community Survey (ACS) 2020 Non-SOV baseline percentage (21.6%) was impacted by the Covid pandemic and not expected to remain this high. The estimates from the Vision 2050 plan for the 2023 and 2025 Non-SOV percentages both rounded to 20.5%. WisDOT and SEWRPC staff concurred the two-year and four-targets would both be set at 20.5%.
