The FHWA Career Intern Program ...
Career Intern Program participants will complete a 24-month Professional Development Program. The program is designed to introduce the intern to the technical, administrative, and program management aspects of highway transportation in the agency. During this development program, the intern will be expected to complete three major components including apprentice experience, developmental assignments, and a professional development academy. The apprentice experience will occur in one of FHWA's offices which has agreed to develop and provide on-the-job training to the intern through a structured set of learning experiences described in the intern's developmental plan. The intern will spend at least one-half of the 24-month program in this sponsoring office actively engaged in valuable training under the guidance and direction of a seasoned professional.
To build upon this experience, developmental assignments will be provided to give the intern the opportunity to broaden their general transportation experience or to concentrate in a technical discipline in line with their interests and consistent with agency needs. Diverse assignments will be selected to provide the intern with needed technical skills, enhance program understanding and build professional credibility. These assignments may occur anywhere in the country and can include an FHWA office, other Department of Transportation modal agencies, other Federal, State or local agencies, or private industry partners. Interns will be expected to temporarily relocate to other geographic locations to complete the developmental assignments. During the professional development academy, the employee will participate in a series of training modules, which will include an agency orientation and the opportunity to develop professional skills, including communication and interpersonal skills. The Professional Development Program is intended to be flexible with regard to sequence and type of activities in order to best accommodate the needs of the agency and the individual employee.

The purpose of the FHWA CIP is to develop an inventory of applicants to fill positions in the 24-month Professional Development Program, as they become available.
Conditions of Employment ...
Individuals appointed to these positions must satisfy the following conditions of employment: (1) Interns must be willing to relocate anywhere in the United States during the 24-month Professional Development Program and for assignment upon completion of the program based upon agency staffing needs; (2) Overnight travel away from the employee's official duty station will be required to complete training assignments and perform official business both as an intern and upon completion of the Professional Development Program; and (3) Interns must successfully complete all training assignments that are provided under the Professional Development Program.
U.S. citizenship is required.
Salary Level and Recruitment Bonus ...
Recruitment bonuses will be paid to interns who are "newly appointed" to the Federal Government, including employees reappointed after at least a 90-day break in service.

Selection and Appointment Process ...
Career Interns will be appointed to the Excepted Service, Schedule B appointments, in accordance with part 302, Title 5, of the Code of Federal Regulations.
Applicants who decline the first location offered in which they have indicated availability, will exclude themselves from further consideration for other locations.
Permanent Assignment After Program Completion ...
Some intern positions in the 24-month Professional Development Program will be offered with the understanding that the intern will remain at the sponsoring office location for assignment after completion of the program. These positions will be clarified at the time of the offer of employment. Many positions will require the intern to be available for relocation after program completion to another FHWA office. Again, this will be clarified at the time of the offer.

The number of internships filled each year will depend on the needs of the FHWA.

If you served on active duty in the United States Military and were separated under honorable conditions, you may be eligible for veterans' preference. To receive preference, if your service began after October 15, 1976, and was not during the period beginning August 2, 1990, and ending January 2, 1992, you must have a Campaign Badge, Expeditionary Medal, or a service-connected disability.
