Senior Leadership and Management


Division Administrator (DA)
Roberto Fonseca-Martinez


The Division Administrator is the principal representative of the Federal Highway Administration (FHWA) and is responsible for administering the total Federal-aid highway program in the State. The Division Administrator is responsible for providing leadership and guidance to State and local officials in the identification of surface transportation needs and related priorities which, when implemented, carry out national transportation and safety program goals. The DA is also responsible for establishing division office objectives, priorities and timetables that will meet the agency's goals and maximize available manpower and funds. The Division Administrator has total authority to commit for the FHWA Federal-aid funds for highway programs ensuring maximum benefit from Federal funds expended while maintaining compliance with applicable Federal and State laws and regulations. The Division Administrator provides sound guidance, direction, and leadership in the solution of myriad highly-complex problems related to technical engineering matters in which the DA must depend upon professional training and experience in the field of highway (civil) engineering.


Assistant Division Administrator (ADA)

The Assistant Division Administrator shares responsibility with the Division Administrator for the operation of the Division office. In the absence or preoccupation of the Division Administrator, assumes the duties and responsibilities of the Division Administrator for administering the Federal-aid highway program in the division office. Provides guidance to the top management group in the Division, which includes the leaders of all the division teams. The ADA actively participates in promulgation and implementation of Division policies and procedures relating to several phases of the Federal-Aid Highway Program, as well as the internal operations of the Division office and coordination with counterparts at the Virginia DOT.

Technical Specialists


Civil Rights Specialist

The Civil Rights Specialist's principal duties include providing technical assistance and support to the Virginia DOT in the implementation of an effective Civil Rights program. The Civil Rights Specialist ensures that all persons have fair, equal opportunity and access to benefits from, be able to participate in, and are not discriminated against in any program or activity that is receiving Federal financial assistance. This is accomplished through technical assistance, guidance, training and support to the Virginia DOT, division office personnel, and other customers and stakeholders. The Civil Rights Specialist also reviews and conducts investigations of recipients to establish baseline assessments and assure compliance with, and enforcement of, nondiscrimination, equal employment and equal opportunity regulations, policies, executive orders and laws.


Civil Rights Specialist (PDP Trainee)

Programs and Technology Engineer
Lorenzo Casanova


The Programs and Technology Engineer provides overall coordination and implementation for the Division's efforts to improve pavement management, pavement design, advance the use of SHRP Superpave, and improve the quality of construction materials. In addition to working with the State DOT, the Programs and Technology Engineer works with the contracting industry and other interest groups to improve pavement performance. In addition to being the principal contact with the State Materials Lab at Elko, VA, the Programs and Technology Engineer is responsible for the review of materials sampling and testing procedures. The Programs and Technology Engineer also serves as the FHWA representative on Virginia DOT's committees for flexible pavement, rigid pavement, and pavement smoothness.

Right-of-Way Officer
Barbara Middleton


The Right-of-Way Officer provides leadership and overall management and policy direction on the Right-of-Way (ROW) Program. As such, is responsible for ensuring that Federal requirements in the acquisition of right-of-way for Federal-aid projects are met. Incumbent provides leadership and support to the Virginia DOT and local agencies in all aspects of the Right-of-Way Program. Assesses the adequacy and effectiveness of the Virginia DOT's ROW and related programs and recommends corrective action. Leads and assists the State in developing enabling legislation, regulations, directives, and procedures for these programs.

Transportation Management and Safety Team


Transportation Management and Safety Team Leader
Daniel Jenkins


The TMS Team Leader provides overall leadership and direction for the team including scheduling meetings, developing consensus, and reports to the Division management team. The TMS Team Leader works closely with the Virginia DOT on traffic management and operational issues. The TMS Team Leader is a member of the FHWA National Operations Council and co-chair of traffic incident management working group. The TMS Team Leader serves as coordinator and focal point for Northern Virginia and statewide traffic management projects and issues including ITS, Federal-aid traffic management projects, high occupancy vehicle lanes, incident management and value pricing.

 

ITS Engineer (PDP Trainee)
Iris Rodriguez


The ITS Engineer provides overall coordination and implementation for advancing the ITS program. The ITS Engineer leads the Division's efforts to mainstream ITS technology by continuing to increase the level of awareness of planners, engineers, elected officials and citizens within the Commonwealth of Virginia by providing awareness seminars, participation in town meetings, and conducting or hosting technical training. In addition to working with the State DOT, and the MPOs, the ITS Engineer works with interest groups and other USDOT modes such as FTA to advance the understanding and use of ITS technologies. The ITS Engineer also promotes the use of incident management and freeway management practices to reduce traffic delay.


Highway Safety Engineer
Josue Yambo


The Highway Safety Engineer is the division specialist and team expert on safety design, safety hardware, work zone safety and Manual of Uniform Traffic Control Devices, rumble strips, and retroreflectivity. The Highway Safety Engineer is the coordinator for Division Federal-aid safety funding activities such as high-speed rail and Federal rail crossing initiatives and is the key contact with VDOT and other Virginia safety officials, and FHWA safety specialists on engineering safety issues. The Highway Safety Engineer is also a member of the FHWA ERC Mid-Atlantic safety task force and serves as the focal point for Northern Virginia Route 15 safety project and Route 50 traffic calming project.


Highway Safety Programs Manager

The Highway Safety Programs Manager is responsible for several Division safety activities including hazardous elimination program, bike/pedestrian, safety transfer funding, .08 funding, safety outreach, and safety management system. The Highway Safety Programs Manager is the key contact with VDOT and other Virginia safety officials, NHTSA specialists and FHWA safety specialists on non-engineering safety issues. Other duties include the overall management of the emergency preparedness and homeland security issues and the management of the Transportation Enhancement Program, the Recreational Trails Program and the Scenic Byways Program in the Commonwealth of Virginia. The Highway Safety Programs Manager is also a Member of VDOT SMS advisory committee and VDOT bicycle advisory committee and coordinates FMCSA activities with Federal-Aid activities.

Field Operations Team


Field Operations Team Leader

The Field Operations Team Leader leads and guides the efforts of the Area Engineers to administer federal aid projects at the State District level. The Field Operations Team Leader also serves as the lead Division Engineer for resolving contract administration issues.


Area Engineers
Tim Lewis, Vanna Lewis, Tarsem Lal, John Mazur, Rodolfo "Rudy" Maruri, Lorenzo Casanova, Zylkia Martin-Yambo (PDP Trainee), Jorismar Torres (PDP Trainee)


The primary responsibility of the Area Engineers is stewardship of the Federal-aid program in the areas of environment, design, construction, and maintenance. Area engineers assist in and oversee the implementation of the Federal-aid Highway program throughout the State of Virginia. This oversight is accomplished through a combination of Process Reviews, Quality Initiatives, and project inspections on new or reconstruction projects.

Structures Team


Structural Engineer
Claude Napier


The Structural Engineer acts as a staff specialist with specific responsibility for coordination and evaluating the overall bridge program, which includes planning, design, construction and maintenance of bridges, culverts, and other highway related structures, including the hydraulics related to them.


Assistant Structural Engineer
Rodolfo Maruri


The Assistant Structural Engineer works under the general supervision of the Division Structural Engineer and acts for him as directed or in his absence. The Assistant Structural Engineer works as a specialist for structural engineering matters pertaining to the design, construction, and maintenance of bridges. Other duties include:

  • Review detailed bridge design on major projects
  • For PS&E documents - review structure reasonableness, navigation and floodplain impacts
  • Monitor Bridge Management System
  • Monitor implementation of National Bridge Inspection Standards (NBIS)
  • Review F-A. Bridge Rehab Program (HBRRP) and projects implemented

Financial Management Team


Financial Manager
Janice Richard


The Financial Manager provides advice and recommendations to the State and local transportation agencies and the general public on the operation of the cooperative Federal-State highway transportation program. Specialized activities include information resource management, planning, accounting, auditing, management and organization, contracting, managerial and financial reporting, and providing financial management advice and assistance.


Financial Specialist
Clementine Fleming


The Financial Specialist assists the Financial Manager in providing advice and recommendations to the Division Administrator, the State of Virginia and local transportation agencies on cooperative Federal/State highway programs. Among other responsibilities, the financial specialist assists in the financial management program of the Division Office, the analysis of project funding status and the preparation of special financial reports.


Fiscal Specialist (PDP Trainee)

The Fiscal clerk performs a variety of accounting and administrative support duties and provides assistance to the Financial Manager. The Fiscal clerk is also responsible for the preparation, transmission and maintenance of a project status record for Federal-Aid projects

Planning and Environment Team


Planning and Environment Team Leader
Kenneth Myers


The Planning and Environment Team Leader is the manager and key staff officer to the Assistant Division Administrator on all Statewide Planning, Metropolitan Planning, Transportation Systems Planning and the Environmental Policy of the Virginia Division. He provides leadership, coordination, and authoritative advice to top officials at the State and to Metropolitan Planning Organizations, and major municipalities in resolving problems. He provides direction in developing cooperative relationships leading to the formulation and execution of their transportation planning, and environmental policy and programs. He serves as team leader, directing the work of several professionals in accomplishing the objectives established by the Division. He manages the transportation planning and environmental programs by directing activities of staff specialists responsible for specific segments of the program.


Community Planner
Tammye Davis , Unwanna Dabney


The Community Planners are committed to providing leadership and technical assistance in and support of comprehensive multi-modal metropolitan and statewide planning. In the Virginia Division, these responsibilities include policy and program guidance as well as information and advice on FHWA, state, regional, and local transportation planning and programming matters in Virginia. In addition, we coordinate technical, administrative, and authoritative guidance to VDOT, Metropolitan Planning Organizations, and local officials in the direction and execution of their transportation planning.


Environmental Protection Specialist
John Simkins


The Environmental Protection Specialist's principal responsibilities include ensuring that environmental considerations are properly evaluated for Federal-aid projects by overseeing the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusion determinations by the Virginia DOT. The Environmental Protection Specialist ensures compliance with the Federal environmental laws and regulations--including the National Environmental Policy Act, the Endangered Species Act, the National Historic Preservation Act, and Section 4(f) of the U.S. Department of Transportation Act of 1966--for projects in certain geographic regions and other projects as assigned. John is the NEPA project manager for the I-81 tiered EIS covering all 325 miles of the corridor.


Environmental Specialist Senior
Ed Sundra


Mr. Sundra is responsible for ensuring that projects developed in Northern Virginia (and other major projects throughout the state as assigned) comply with the National Environmental Policy Act and myriad other environmental laws and regulations by overseeing the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions by the Virginia DOT. In addition to coordinating specific projects, he oversees the various environmental program areas such as air, noise, historic resources, wetlands, environmental streamlining, among others. Mr. Sundra is also responsible for ensuring that Virginia's non-attainment and maintenance areas meet the transportation conformity requirements of the Clean Air Act during the development of transportation improvement programs and long range plans.


Administrative Services Team


Administrative Services Team Leader
Debbie Welch


The Administrative Services Team Leader is responsible for the tracking and reconciliation of the division's general operating budget as well as all the procurement activities of the division. The incumbent is also responsible for all personnel actions including training coordination and processing of employee awards and maintains the National Workspace Plan along with the proper coordination of office space and layout. The Administrative Services Team Leader works closely with the Division Administrator and the ADA in other tasks such as Performance Plan updates and scheduling of activities.


Administrative Operations Assistant
Robbie Scott


The Administrative Operations Assistant performs a variety of administrative support duties such as timekeeping, vehicle fleet management, filing, and other tasks. The incumbent also provides assistance to the Administrative Services Team Leader.


Senior Field Computer Specialist
David McKenney


The Computer Specialist provides computer network support for the various program areas and operating activities (financial, engineering, planning, etc.) within the office.



Major Projects Team


Major Projects Program Coordinator
Tom Jennings


The Major Projects Program Coordinator oversees the effective development and delivery of major projects, which are those highway projects over $500 million. The Major Projects Program Coordinator provides assistance and guidance on the numerous FHWA major project requirements including but not limited to the review and approval of costs estimates, finance plans, and project management plans. In addition, the coordinator will be the FHWA Division project manager for one or more individual projects. The coordinator will also provide assistance and guidance on the implementation of public private partnerships throughout the commonwealth of Virginia.
