The Virginia Division works closely with the Virginia Department of Transportation to improve Virginia's highway system and its intermodal connections. Senior Leadership and ManagementDivision Administrator (DA) The Division Administrator is the principal representative of the Federal Highway Administration (FHWA) and is responsible for administering the total Federal-aid highway program in the State. The Division Administrator is responsible for providing leadership and guidance to State and local officials in the identification of surface transportation needs and related priorities which, when implemented, carry out national transportation and safety program goals. The DA is also responsible for establishing division office objectives, priorities and timetables that will meet the agency's goals and maximize available manpower and funds. The Division Administrator has total authority to commit for the FHWA Federal-aid funds for highway programs ensuring maximum benefit from Federal funds expended while maintaining compliance with applicable Federal and State laws and regulations. The Division Administrator provides sound guidance, direction, and leadership in the solution of myriad highly-complex problems related to technical engineering matters in which the DA must depend upon professional training and experience in the field of highway (civil) engineering. Assistant Division Administrator (ADA) The Assistant Division Administrator shares responsibility with the Division Administrator for the operation of the Division office. In the absence or preoccupation of the Division Administrator, assumes the duties and responsibilities of the Division Administrator for administering the Federal-aid highway program in the division office. Provides guidance to the top management group in the Division, which includes the leaders of all the division teams. The ADA actively participates in promulgation and implementation of Division policies and procedures relating to several phases of the Federal-Aid Highway Program, as well as the internal operations of the Division office and coordination with counterparts at the Virginia DOT. Administrative Services TeamAdministrative Services Team Leader The Administrative Services Team Leader is responsible for the tracking and reconciliation of the division's general operating budget as well as all the procurement activities of the division. The incumbent is also responsible for all personnel actions including training coordination and processing of employee awards and maintains the National Workspace Plan along with the proper coordination of office space and layout. The Administrative Services Team Leader works closely with the Division Administrator and the ADA in other tasks such as Performance Plan updates and scheduling of activities. Administrative Operations Assistant The Administrative Operations Assistant performs a variety of administrative support duties such as timekeeping, vehicle fleet management, filing, and other tasks. The incumbent also provides assistance to the Administrative Services Team Leader.
Field Operations TeamField Operations Team Leader The Field Operations Team Leader leads and guides the efforts of the Area Engineers to administer federal aid projects at the State District level. The Field Operations Team Leader also serves as the lead Division Engineer for resolving contract administration issues. Area Engineers The primary responsibility of the Area Engineers is stewardship of the Federal-aid program in the areas of environment, design, construction, and maintenance. Area engineers assist in and oversee the implementation of the Federal-aid Highway program throughout the State of Virginia. This oversight is accomplished through a combination of Process Reviews, Quality Initiatives, and project inspections on new or reconstruction projects. Structures & Bridge TeamDivision Structure and Bridge Engineer
Assistant Division Structure and Bridge Engineer The Structure and Bridge Engineers are specialists with specific responsibility for all structural and bridge related issues in addition to the oversight of the Commonwealth bridge program, the Highway Bridge Program (HBP) and National Bridge Inspection Standards (NBIS) program. As part of the oversight, we review, comment and approve the Type-Size-Location (TS&L), Plan-Specification-Estimate (PS&E) plans for complex projects, projects on the interstate, National Highway System (NHS) routes and provide technical assistance to the Field Engineers (Area Engineers) at the division office. Other actions performed by the Structure and Bridge Team include the review and comment on issues, standards and policies relating to the Rehabilitation and Replacement program, design standards, geotechnical engineering, hydraulic (navigation and floodplain impacts), sign structures, retaining walls and construction. Additionally, we help incorporate, deploy and use innovative technologies and materials, such as high performance concrete, high performance steel, fiber reinforced polymers, accelerated construction techniques and prefabricated bridge elements, whenever applicable. Financial Management TeamFinancial Manager The Financial Manager provides advice and recommendations to the State and local transportation agencies and the general public on the operation of the cooperative Federal-State highway transportation program. Specialized activities include information resource management, planning, accounting, auditing, management and organization, contracting, managerial and financial reporting, and providing financial management advice and assistance. Financial Specialist The Financial Specialist assists the Financial Manager in providing advice and recommendations to the Division Administrator, the State of Virginia and local transportation agencies on cooperative Federal/State highway programs. Among other responsibilities, the financial specialist assists in the financial management program of the Division Office, the analysis of project funding status and the preparation of special financial reports. Planning and Environment TeamPlanning and Environment Team Leader The Planning and Environment Team Leader is the manager and key staff officer to the Assistant Division Administrator on all Statewide Planning, Metropolitan Planning, Transportation Systems Planning and the Environmental Policy of the Virginia Division. He provides leadership, coordination, and authoritative advice to top officials at the State and to Metropolitan Planning Organizations, and major municipalities in resolving problems. He provides direction in developing cooperative relationships leading to the formulation and execution of their transportation planning, and environmental policy and programs. He serves as team leader, directing the work of several professionals in accomplishing the objectives established by the Division. He manages the transportation planning and environmental programs by directing activities of staff specialists responsible for specific segments of the program. Community Planner The Community Planners are committed to providing leadership and technical assistance in and support of comprehensive multi-modal metropolitan and statewide planning. In the Virginia Division, these responsibilities include policy and program guidance as well as information and advice on FHWA, state, regional, and local transportation planning and programming matters in Virginia. In addition, we coordinate technical, administrative, and authoritative guidance to VDOT, Metropolitan Planning Organizations, and local officials in the direction and execution of their transportation planning. Senior Environmental Specialist Responsible for ensuring that projects developed in VDOT's Culpeper, Fredericksburg, Hampton Roads, Northern Virginia, and Richmond Districts comply with the National Environmental Policy Act and other environmental laws and regulations by overseeing the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions. In addition, serves as the Interstate 81 corridor environmental project manager and manager of the Transportation Enhancement, Scenic Byways, and Recreational Trails programs in Virginia. Also responsible for the environmental program for the Puerto Rico Division Office. Environmental Protection Specialist The Environmental Protection Specialist's principal responsibilities include ensuring that environmental considerations are properly evaluated for Federal-aid projects by overseeing the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusion determinations by the Virginia DOT. The Environmental Protection Specialist ensures compliance with the Federal environmental laws and regulations--including the National Environmental Policy Act, the Endangered Species Act, the National Historic Preservation Act, and Section 4(f) of the U.S. Department of Transportation Act of 1966--for projects in VDOT's Bristol, Salem, Lynchburg, Staunton and Culpeper Districts, and other projects as assigned. Transportation Management and Safety TeamTransportation Management and Safety Team Leader The TMS Team Leader provides overall leadership and direction for the team including scheduling meetings, developing consensus, and reports to the Division management team. The TMS Team Leader works closely with the Virginia DOT on traffic management and operational issues. The TMS Team Leader is a member of the FHWA National Operations Council and co-chair of traffic incident management working group. The TMS Team Leader serves as coordinator and focal point for Northern Virginia and statewide traffic management projects and issues including ITS, Federal-aid traffic management projects, high occupancy vehicle lanes, incident management and value pricing.
Intelligent Transportation System (ITS) Engineer The ITS Engineer provides overall coordination and implementation for advancing the ITS program. The ITS Engineer leads the Division's efforts to mainstream ITS technology by continuing to increase the level of awareness of planners, engineers, elected officials and citizens within the Commonwealth of Virginia by providing awareness seminars, participation in town meetings, and conducting or hosting technical training. In addition to working with the State DOT, and the MPOs, the ITS Engineer works with interest groups and other USDOT modes such as FTA to advance the understanding and use of ITS technologies. The ITS Engineer also promotes the use of incident management and freeway management practices to reduce traffic delay. Highway Safety Engineer The Highway Safety Engineer is the division specialist and team expert on safety design, road departure, safety hardware, work zone safety, signs and markings, speed management, Road Safety Audits (RSA), and crash data analysis. It also has project oversight responsibilities for safety projects and coordinates Federal-aid safety funding for high-speed rail and rail crossing initiatives. The Highway Safety Engineer also has responsibilities over the American with Disabilities Act (ADA) to ensure its proper application on pedestrian infrastructure. Highway Safety Program Manager and Freight Coordinator The Highway Safety Programs Manager and Freight Coordinator is responsible for several division safety activities including Virginia's Strategic Highway Safety Plan, Highway Safety Improvement Program administration, Safe Routes to School, hazardous elimination, bike/pedestrian, safety outreach, human factors and safety management systems. The Highway Safety Program Manager and Freight Coordinator is the key contact with state agencies, MPOs, and other safety officials, NHTSA specialists, and FHWA safety specialists on planning related safety and freight issues. Other duties include the overall management of the emergency and homeland security issues, and the management of the Division's freight program and related activities. The Highway Safety Programs Manager and Freight Coordinator is also a member of VDOT SMS advisory committee and VDOT bicycle advisory committee and coordinated FMCSA activities with Federal-Aid activities. Technical SpecialistsCivil Rights Specialist The Civil Rights Specialist's principal duties include providing technical assistance and support to the Virginia DOT in the implementation of an effective Civil Rights program. The Civil Rights Specialist ensures that all persons have fair, equal opportunity and access to benefits from, be able to participate in, and are not discriminated against in any program or activity that is receiving Federal financial assistance. This is accomplished through technical assistance, guidance, training and support to the Virginia DOT, division office personnel, and other customers and stakeholders. The Civil Rights Specialist also reviews and conducts investigations of recipients to establish baseline assessments and assure compliance with, and enforcement of, nondiscrimination, equal employment and equal opportunity regulations, policies, executive orders and laws. Programs and Technology Engineer The Programs and Technology Engineer provides overall coordination and implementation for the Division's efforts to improve pavement management, pavement design, advance the use of Superpave, and improve the quality of construction materials. In addition to working with the State DOT, the Programs and Technology Engineer works with the contracting industry and other interest groups to improve pavement performance. In addition to being the principal contact with the State Materials Lab at Elko, VA, the Programs and Technology Engineer is responsible for the review of materials sampling and testing procedures. The Programs and Technology Engineer is also responsible for Managing the Research Program of the state as well as LTAP/T2 programs. Right-of-Way Officer The Right-of-Way Officer provides leadership and overall management and policy direction on the Right-of-Way (ROW) Program. As such, is responsible for ensuring that Federal requirements in the acquisition of right-of-way for Federal-aid projects are met. Incumbent provides leadership and support to the Virginia DOT and local agencies in all aspects of the Right-of-Way Program. Assesses the adequacy and effectiveness of the Virginia DOT's ROW and related programs and recommends corrective action. Leads and assists the State in developing enabling legislation, regulations, directives, and procedures for these programs. Realty Specialist Major Projects TeamMajor Projects Program Coordinator The Major Projects Program Coordinator oversees the effective development and delivery of major projects, which are those highway projects over $500 million. The Major Projects Program Coordinator provides assistance and guidance on the numerous FHWA major project requirements including but not limited to the review and approval of costs estimates, finance plans, and project management plans. In addition, the coordinator will be the FHWA Division project manager for one or more individual projects. The coordinator will also provide assistance and guidance on the implementation of public private partnerships throughout the commonwealth of Virginia.
