1997 State Department of Transportation Value Engineering Awards
On September 4, 1997, the Federal Highway Administration presented three State Value Engineering awards at the 1997 AASHTO VE conference in Atlantic City, NJ. All three awards read as follows:
1997 Value Engineering Outstanding Achievement Award Presented To - "Named" - State Department of Transportation For Exceptional Accomplishments in Applying and Promoting Value Engineering Presented at the American Association of State Highway and Transportation Officials' 1997 Value Engineering Conference Mr. Anthony R. The first "Value Engineering Outstanding Achievement Award" went to the Virginia Department of Transportation.
Virginia has had a full-time VE program since 1990. It has VE staff in its headquarters and district offices and 75% of its VE staff is CVS certified. Virginia also has a Certified Module I VE instructor on its staff. Virginia has conducted 475 studies, has accepted 53% of their VE recommendations, and has a 62:1 Return-on-Investment-Rate for their VE savings. Virginia has documented over $100 million in VE savings since their program started. Virginia is the only State with a State legislated VE Program.
Virginia's VE staff has conducted VE studies for other States (Indiana and Maine). In 1997, they made VE presentations to the Indiana DOT, the Dallas Chapter of SAVE International, and various Transportation Forums at the Society's 1997 Conference in Seattle. Virginia is the recipient of the Society's "Golden Shears" award, presented at the U.S. Congressional Education Reception in Washington, D.C., in 1993 and again in 1995. Virginia has provided VE training for over 1,000 DOT, private sector, and local government employees.
The second "Value Engineering Outstanding Achievement Award" went to the Missouri Department of Transportation.
Missouri has had a full-time VE program since 1988. Their program is administered through a single VE coordinator. During this time, they have conducted 95 studies. They are now averaging over 15 studies per year. Missouri has a 65:1 Return-on-Investment-Rate for their VE savings and has documented over $69 million in VE savings since their program started.
Missouri has one of the most active VECP programs of any State. They have approved 140 of 182 VECP submitted by contractors. These VECPs have saved the Missouri DOT $3.9 million. Missouri's VE coordinator has assisted FHWA in conducting presentations to State DOTs. Missouri has provided VE training for 259 DOT, private sector, & local government employees. Missouri has developed a 15 point ranking system to select the projects they study. Several States have expressed an interest in adopting Missouri's project ranking system.
The third "Value Engineering Outstanding Achievement Award" went to the New Jersey Department of Transportation.
New Jersey has had a full-time VE program since 1989. New Jersey's program started with a single VE coordinator and then added two additional staff positions a few years later. Due to the success of their program, and the agency's overall acceptance of VE, their VE section has continued to expand, even through their agency underwent a complete reorganization and downsizing about two years ago. New Jersey's program has achieved a 90% acceptance rate for VE recommendations submitted by their staff. They have documented over $340 million in VE savings since their program started.
New Jersey has provided VE training for 190 DOT, private sector, and local government employees during the last 5 years. New Jersey's VE coordinator has assisted FHWA in conducting presentations in Texas, Arkansas, Oklahoma, New Mexico, and Louisiana. Their staff has also conducted VE studies for other States (Connecticut) and have made VE presentations at various functions including the 50th annual Ohio Transportation Engineering Conference.
1999 State Department of Transportation Value Engineering Awards
On July 15, 1999, the Federal Highway Administration presented three State Value Engineering awards at the 1999 AASHTO VE conference in Branson, Missouri. This was FHWA's second opportunity to recognize State DOTs for their efforts in value engineering. All three awards read as follows:

The first "Value Engineering Outstanding Achievement Award for 1999" went to the California Department of Transportation.
California was the first State Department of Transportation to demonstrate the benefits of Value Analysis. Their program started in 1969, some 3 years before the FHWA began promoting VE. Their program is administered through VA coordinators in their District Offices under the direction of their Headquarters VA Section. During the last 5 years, California has conducted over 200 studies and implemented over $400 million in savings. California has also been very active in providing VA training and assistance to Transportation Factions from some of our border States in Mexico.
The California VA section has just completed two excellent guides on Value Analysis titled the "Value Analysis Team Guide" and "Value Analysis Report Guide." The "Team Guide" is provided to all VA team members and provides information and examples of all forms and instructions needed to document the team's VA study activity. The "Report Guide" provides instructions and examples for completing a VA Study Report. It is highly recommended that all State VE Administrators and FHWA division office VE coordinators obtain copies of these guides for their reference libraries. The guides are available on the Internet.
The second "Value Engineering Outstanding Achievement Award for 1999" went to the Florida Department of Transportation.
The Florida DOT started their VE program in the mid 1970's and has over 20 years of experience in value engineering. Over the last 5 years, the Florida DOT has the distinction of having the largest VE program of any State DOT. Their VE program is administered through its VE staff in their District Offices with direction from their Headquarters VE section. Value engineering has strong support throughout the State DOT. During the last 5 years, the Florida DOT has conducted over 320 VE studies and implemented over $100 million in VE savings each year.
The Florida DOT performs VE studies both in-house and in combination with VE consultants. They have a very active VE training program to instruct their staff. Their VE staff have made numerous VE presentations at various State and national conferences.
The third "Value Engineering Outstanding Achievement Award for 1999" went to the Washington State Department of Transportation.
This award was the result of a recommendation from our local FHWA office. While Washington State has been involved with VE for a long time, its program was in decline and it had essentially stopped promoting VE. Thanks to the efforts of its new Value Engineering Administrator, Washington State has enjoyed a re-birth of VE, re-establishing their VE program and driving it to new heights.
Washington State has seen a large increase in the number of studies and implemented recommendations over the last few years. They have actively involved the FHWA's division office into their program by having them participate in their studies. Washington State has developed a data base to track and assign in-house team members to studies and to track the status of all VE studies and their recommendations. They have also added a VE web site to provide VE information to outside agencies.
