Highway Bridge Replacement and Rehabilitation Program (HBRRP)

The Highway Bridge Replacement and Rehabilitation Program, codified in 23 USC 144, provides funding for fixing or replacing deficient bridges. The highest priority of this program is to replace those bridges most in danger of failure. In contrast to most of the other Federal-aid programs, these funds are solely eligible for bridge related costs, not for roadway improvements.

Structures eligible for replacement or rehabilitation funding must be considered deficient, either structurally or functionally, and have a Sufficiency Rating of 80 or less (rehabilitation), or less than 50 (replacement). Other types of projects that are eligible are seismic retrofits, installation of scour countermeasures, painting, and application of anti-icing/deicing compounds.
