The Real Estate Services/Right-of-Way (RES/RW) section of the Washington Division Office administers the Federal-aid right-of-way program in the state of Washington. The primary function of the RES/RW section is to provide oversight and stewardship to the Washington State Department of Transportation (WSDOT) and, through WSDOT, to the local public agencies (LPAs) in carrying out the right-of-way program in compliance with applicable Federal and State guidelines. The RES/RW also provides lead agency guidance and technical assistance to other Federal agencies in Washington.
We carry out our oversight responsibility by conducting process reviews, providing technical expertise, and promoting new and innovative ideas to the WSDOT. We also oversee the Outdoor Advertising and Junkyard Control programs in Washington. The primary Federal regulations that guide our program are: 23 CFR Part 710 – Right-of-Way Program Administration; 23 CFR Part 750 – Outdoor Advertising/Highway Beautification; and 49 CFR Part 24 – Uniform Act implementing regulations.
