Technology Transfer (Kevin Burgess) The Division, in cooperation with the WVDOH, is responsible for carrying out the State Planning & Research Program (SPR) and the Local Technical Assistance Program (LTAP) in West Virginia. The SPR program provides the vehicle for the WVDOH to solve transportation issues through research. The WVDOH Research & Special Studies Section, in cooperation with FHWA, administers the research program. The LTAP program provides counties and cities access to modern highway technology. It aids in the development of local expertise in transportation and promotes cooperation between Federal, State, Local agencies. The LTAP center is located at West Virginia University and is operated in cooperation with FHWA, WVDOH, and local agencies.
