The purpose of this memorandum is to solicit applications for the Discretionary Bridge Program Seismic Retrofit portion of the program.
Details on the eligibility requirements for seismic retrofit (SR) candidates can be found in the Discretionary Bridge Program (DBP) summary on the internet (https://www.fhwa.dot.gov/bridge. Details can also be found in the attached DBP SR Selection History file (DBPSR).
We are requesting that the attached Discretionary Bridge Application Form be fully completed for any eligible SR candidate in your State and submitted to the Office of Bridge Technology electronically prior to April 11. Please note that the April 11 due date is critical. Also, please note that item 20 on the application form requires a one page or shorter narrative briefing. We are not soliciting any replacement and rehabilitation candidates at this time.

Discretionary Bridge Program (DBP) Seismic Retrofit (SR) Category Selection History
Eligibility:
Deficient and non-deficient highway bridges on Federal-aid highway system roads may be eligible for DBPSR funds to the same extent as they are for bridge funds apportioned under Title 23, United States Code, Section 144. The total project cost for the candidate must exceed $10 million or twice the amount of 23 U.S.C. 144 funds apportioned to the State during the year for which funding is requested.
Funding:
For FY 1998 TEA-21 authorized $25 million for projects for the seismic retrofit of a bridge described in Section 144(l) of Title 23. The Surface Transportation Assistance Act of 1978 and its associated Conference Report language made the Golden Gate Bridge in San Francisco, California, eligible for assistance under this section.
For FY 1999 through FY 2003 TEA-21 authorizes $100 million annually for bridge replacement and rehabilitation projects with a maximum of $25 million of that amount being available only for projects for the seismic retrofit of bridges, including projects in the New Madrid fault region.
Selection Criteria:
To evaluate candidates submitted for funding, the following criteria is used:
- Preference is given to projects in the New Madrid fault region (TEA-21).
- Preference is given to the continuation and completion of seismic retrofit bridge projects previously begun with DBP funds (23CFR650.709).
Selection History:
A total of 3 projects from 4 States have been selected to receive DBPSR funds. These projects are listed in the following table. The I-40/Mississippi River bridge project and the Poplar Street Approach bridge project are located in the New Madrid fault region.
