A solicitation for FY 2006 candidates for the National Historic Covered Bridge Preservation (NHCBP) Program was announced on July 10, 2006. The solicitation generated 46 applications from 12 States with a total amount requested of $16,883,202. Funds in the amount of $8.613 million were available through the FY 2006 NHCBP Program. Funds from the FY 2005 Discretionary Bridge Program designated for the National Covered Bridge Program were made available for the NHCBP in the amount of $1.71 million. Furthermore, funds from the previous year programs in the amount of $216,326 were returned. From these funding sources, a total of $10,539,326 was available to achieve the goals of the program. Award recommendations were submitted on May 25, 2007, and approved by the Secretary of Transportation on June 15, 2007.

Program funding is being awarded to 26 projects in 8 States, see attached table. Division Administrators in States receiving awards have been notified individually with separate correspondence. Priority consideration was given to bridges that are currently in-service carrying highway traffic, and those that will be placed in-service upon completion of the project. This programmatic decision was based on ensuring the safety and preservation of those structures that are experiencing highway loadings. Project applications for these highway structures totaled $11,910,827. Adjustments were made to the project requests to reflect the most current information, eliminate ineligible activities, and ensure proper matching funds, as required by the legislation. After these adjustments, project applications for in-service structures carrying highway traffic totaled $10,083,451.

Due to the priority consideration given to highway bridges in the FY 2006 program, monies were not provided for pedestrian structures. Applications for rehabilitation and preservation of pedestrian structures totaled nearly $5 million. These structures will automatically be considered for the FY 2007 NHCBP Program and, if not awarded, may compete for project funds in future years of the program.

The FY 2007 NHCBP Program solicitation generated 36 applications from 14 States with a total amount requested of $11,394,807. A total of $9,207,159 is available in FY 2007 to achieve the goals for projects, research and education. A total of 10 percent of the amount available will be reserved for research and education purposes as required by SAFETEA-LU Section 1804b. Research and education funds will be solicited and administered separately. Currently, we are working on finalizing award recommendations, which will then be forwarded to the Administrator for consideration.
