Program Purpose

A new program of incentive grants (under Section 405(b) of chapter 4 of Title 23) to encourage States to implement child passenger protection programs. [2003]

Distribution of Funds

A State is eligible for a grant by submitting and receiving approval by the Secretary for an application to carry out child passenger protection education activities as described above through a State program or through grants to political subdivisions of the State or to an appropriate private entity.

A grant may be awarded to a State without regard to whether it is eligible to receive or has received an Occupant Protection Incentive Grant under Section 405.

The Federal share of programs funded under this subsection may not exceed 80 percent.

Eligible Use of Funds

A State may use these grant funds to implement programs that are designed to—

Each State that receives a grant under this subsection must submit a report to the Secretary, at a minimum, describing the program activities carried out with the grant funds.

Not later than June 1, 2002, the Secretary must report to Congress on the implementation of this subsection.
