The Office of Acquisition and Grants Management (HCFA) is a component of the Office of the Chief Financial Officer, which provides a full range of acquisition and financial assistance services to support FHWA Headquarters, FHWA Division Offices, the Turner-Fairbank Highway Research Center, the National Highway Institute, and Resource Centers throughout the country. Additionally, the office provides policy guidance and oversight for the entire FHWA nationwide acquisition program to include the Federal Lands Highway (FLH) Division. The Office of Acquisition and Grants Management is led by FHWA's Chief Acquisition Officer who also serves as the Chief of the Contracting Office (COCO) for all FHWA Headquarters and FLH contracting activities. HCFA consists of five directorates: the Office of Acquisition Policy and Oversight, the Office of Contracting Operations, the Office of Assistance Agreements, the Office of Acquisition Services, and the Information Technology Acquisition Center of Excellence.
