Step By Step Process

  • The NSTI Process is organized in four categories:

Proposal Process

Step 1

  • FHWA Headquarters Office of Civil Rights (HQ OCR) sends a sample Request for Proposal (RFP) to all FHWA Division Offices
  • The Division Office sends the RFP to NCDOT
  • NCDOT circulates the RFP to each Host Site
  • Each host site prepares a proposal based on the RFP and submits it to NCDOT

NC NSTIP Students at Airport
  • FHWA and NCDOT provide Host Sites with feedback on their proposals
  • Revisions are made and each host site submits their final proposal to NCDOT

  • NCDOT submits all proposals to the FHWA Division Office along with a letter of recommendation
  • FHWA also prepares a letter of recommendation and forwards all proposals electronically to FHWA HQ OCR

Financial Process

Step 2

  • FHWA HQ sends award notification to the FHWA Division Office
    • This may involve budget revisions prior to actual award
  • The Division Office forwards the award notification to NCDOT
    • Provides a copy of the award letters to the Division Office Financial Manager

Financial Process Continued

 

  • The State then obligates the award money by setting up a project agreement in Fiscal Management Information System (FMIS)
  • After the money is obligated, the State prepares a financial agreement / contract for each Host Site
  • Each Host Site signs and returns the agreement / contract to the State
  • Each Host Site is then authorized to proceed and begin using their money
