The Federal Highway Administration's formal adoption of AASHTO's "A Policy on Geometric Design of Highways and Streets" (Green Book) became effective on May 15, 1985. A 1-year period was established to implement the new policy. During this phase-in period, it was expected that the States, in cooperation with our divisions, would review its design standards and design manuals and revise them as necessary to conform to this new policy.

Beginning May 15 we would expect that all plans, specifications, and estimates (PS&E's) for Federal-aid projects will conform to the Green Book. Deviations from the 13 controlling criteria, identified in our April 15, 1985, implementation memorandum will require the processing of a design exception.

We suggest that your office monitor the implementation of the AASHTO Green Book in your States to assure that the new policy is being fully implemented. We would like to be informed of any problems with implementation or significant differences in interpretation of design standards.
