Climate Change Resilience Pilots

In two groups of pilot projects, FHWA partnered with State Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to conduct climate change and extreme weather vulnerability assessments of transportation infrastructure and to analyze options for adapting and improving resiliency. The pilots were jointly sponsored by the Office of Environment, Planning and Realty, and the Office of Infrastructure. 2013-2015 Pilot Program

Nineteen pilot teams partnered with FHWA to assess transportation vulnerability and evaluate options for improving resilience as part of the 2013-2015 program. The pilots used FHWA's Climate Change & Extreme Weather Vulnerability Assessment Framework (December 2012) and other resources for their analyses. FHWA will use the experiences and lessons learned from this round of pilots to develop an updated and expanded framework.

2010-2011 Pilot Program

Five pilot teams piloted a Conceptual Model to use in conducting vulnerability and risk assessments of infrastructure to the projected impacts of global climate change. Based on the feedback and lessons learned through the pilots, FHWA revised and expanded the model into the Climate Change & Extreme Weather Vulnerability Assessment Framework (December 2012).

Pilot Study Areas

Title: 2010-2011 and 2013-2015 Pilot Study Areas - Description: This map shows the specific study locations, with the recent pilots shown in blue and five from 2010 and 2011 in orange. The 2011 pilots locations include: The entire State of Washington; a portion of a county in the San Francisco Bay area; the Island of Oahu, HI; two study areas in New Jersey- one along the coast and one inland;and Hampton Roads, VA. The 2013 pilot locations include: the Skagit River Basin in northwestern Washington State; a small portion of the Oregon coast in the northwestern portion of the state; Caltrans District 1 in the Northwestern portion of that state; a portion of a county in the San Francisco Bay area; a long corridor in central Arizona; a long corridor and two smaller study areas in Alaska; MnDOT Districts 1 and 6 in eastern Minnesota; a location in Iowa; the state of TN; Hillsborough County, Florida; a three-county area on the Southern tip of Florida; two counties in Maryland- one on the Eastern Shore and one on the Chesapeak Bay; Northwestern Connecticut; downtown Boston; upper Northeastern New York State, and a small area of coastal Maine in the Southeast portion of the state.
