RTP Advisory Committee Compliance to Receive FY 2014 Apportionments

States must provide documentation about their FY 2013 Recreational Trail Advisory Committee meeting to be eligible for FY 2013 Recreational Trails Program (RTP) apportionments. This requirement remains in effect for Federal fiscal years 2013 and 2014, for the set-aside of Transportation Alternatives Program (TAP) funds.

States listed in bold with the date the meeting was held in FY 2013 (between October 1, 2012 and September 30, 2013) have provided sufficient documentation to be eligible for FY 2014 RTP apportionments. The RTP requirement is for at least one meeting with both motorized and nonmotorized user representation. If a State has already provided sufficient documentation for one meeting, it is not required to provide documentation for subsequent meetings within the same Federal fiscal year.

As of September 27, 2013, 49 States and the District of Columbia have provided sufficient documentation to meet the RTP Advisory Committee requirement in FY 2013, to be eligible to receive FY 2014 RTP apportionments.

Attachment 2: Recreational Trails Program Advisory Committee Requirements

The Recreational Trails Program (RTP) legislation specifies in 23 U.S.C. 206(c):

  1. the Governor of the State shall designate the State agency or agencies that will be responsible for administering apportionments to the State under this section; and
  2. the State shall establish a State recreational trail advisory committee that represents both motorized and nonmotorized recreational trail users, which shall meet not less often than once per fiscal year.
