Transportation Alternatives Program (TAP) Apportionments

Each State's TAP funding is determined by dividing the national total among the States based on each State's proportionate share of FY 2009 Transportation Enhancements funding. Within each State, the amount for TAP is set aside proportionately from the State's National Highway Performance Program (NHPP), Surface Transportation Program (STP), Highway Safety Improvement Program (HSIP), Congestion Mitigation and Air Quality Improvement Program (CMAQ), and Metropolitan Planning apportionments. The following table shows the national total for TAP under MAP-21:

Fiscal Year Transportation Alternatives Program Funds
FY 2013 (MAP-21) $808,760,000
FY 2014 (MAP-21) $819,900,000
FY 2015 (MAP-21) $819,900,000
FY 2016 (FAST ACT) $835,000,000
TOTAL $3,283,560,000

TAP funds are available for obligation for a period of 3 years after the last day of the fiscal year for which the funds are authorized. The TAP is funded by contract authority from the Highway Account of the Highway Trust Fund. The TAP funds are subject to the annual obligation limitation imposed on the Federal-aid highway program. FY 2013 Apportionments (Note: The TAP and RTP tables will be superseded to account for a 0.2% rescission of funds under the Consolidated and Further Continuing Appropriations Act, 2013, Pub. L. 113-6.)
