FHWA Significant Guidance

On January 18, 2007, the Office of Management and Budget (OMB) issued a final Bulletin entitled Agency Good Guidance Practices. The Bulletin establishes policies and procedures for the development, issuance, and use of significant guidance documents by Executive Branch departments and agencies. The Bulletin is intended to increase the quality and transparency of agency guidance practices and the significant guidance documents produced through them. For more information regarding the procedures associated with the development and issuance of DOT guidance documents, please see the Department’s regulations on “Administrative Rulemaking, Guidance, and Enforcement Procedures” (December 27, 2019)

At this time, the FHWA has not identified any significant guidance, as that term is defined in the OMB Bulletin, but we are continuously reviewing our guidance and will post any that is determined to be significant on this site. We welcome public comments on any current FHWA guidance document, which can be found by topic in other areas of our Web site.
