2009 Transportation and Air Quality Emissions Analysis BAA

During Fiscal Year 2009, the Federal Highway Administration's Office of Natural and Human Environment published a "Transportation and Air Quality Emissions Analysis" Broad Agency Announcement (BAA) to solicit research proposals in four research focus areas: (1) Testing, Evaluation and Validation of New Emission Models and Methodologies; (2) Research on Conducting Project Level Analysis; (3) Air Quality and Transportation Conformity Outreach and Communication; (4) Fleet Data for On-road Mobile Sources Emissions Inventory. Six BAA research projects were awarded:

  1. Improving Vehicle Fleet, Activity, and Emissions Data for On-Road Mobile Sources Emissions Inventories
  2. Modifying Link-Level Emissions Modeling Procedures for Applications within the Multiscale Motor Vehicle and Equipment Emission System (MOVES) Framework
  3. Advances in Project Level Analysis
  4. Evaluating Traffic, Emission, and Dispersion Characteristics Related to Categorical PM Hot-Spot Findings
  5. AMPO Air Quality Work Group
  6. Air Quality and Transportation Conformity Outreach and Communications

Transformational Changes and Revolutionary Advances for Transportation Planning

The Federal Highway Administration (FHWA) is soliciting proposals for research and development projects that could lead to transformational changes and revolutionary advances for transportation planning in the United States. The objective of this Broad Agency Announcement is to advance the practice and application of transportation planning among state, regional and local transportation planning agencies in response to significant changes in the planning process and to identify new tools, techniques and approaches that respond to national transportation planning priorities.

The FHWA is accepting pre-proposals through February 15, 2010. Proposals may be in one or more of the following transportation planning focus areas: (1) Tools and Techniques That Support State and local Planning Capacity Building, (2) Tools and Techniques That Support Tribal Planning Capacity Building, (3) Global Climate Change and Air Quality, (4) Congestion Management, (5) Safety Planning, (6) Public Involvement, Environmental Justice, Visualization in Planning, and (7) Freight Planning.
