The Build America Bureau, in cooperation with the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), announces the release of its Public-Private Partnership (P3) Procurement Guide. The Guide discusses procedures and issues in procuring a private sector partner to deliver, operate and maintain a surface transportation project. The Guide is the latest addition to the Department of Transportation's "P3 Toolkit" of fact sheets, primers, guides and analytical tools for Federal, State and local policy makers, legislative and executive staff, and transportation professionals. The full toolkit, hosted by FHWA's Center for Innovative Finance Support, is available at: https://www.fhwa.dot.gov/ipd/p3/toolkit/.

Based on the Guide, a free one-day on-site training course on P3 Procurement is available on request for those public agencies that can provide a training facility. For more information, please contact Patrick.DeCorla-Souza@dot.gov

The Build America Bureau, FHWA and FTA also invite you to a series of webinars that will introduce the new Guide. The webinars will be presented on June 17, June 24 and June 26 at 2:00pm Eastern each day. Pre-registration is required for these webinars. You will need to register separately for each webinar.   • Webinar 1, June 17: An Overview of the P3 Procurement Guide. This webinar will introduce the Guide and explore key issues involved in conducting a procurement process for a Public-Private Partnership project, including pre-procurement, solicitation of proposals, and proposal evaluation and selection.   • Webinar 2, June 24: Preparing for a P3 Procurement. This webinar will present key issues at the pre-procurement stage, including P3 feasibility analysis; selection of advisors; addressing organizational conflicts of interest; market sounding; federal support; and local stakeholder support.   • Webinar 3, June 26: Conducting a P3 Procurement. This webinar will present key issues during the procurement process, including development of a Request for Qualifications (RFQ); development of a Request for Proposals (RFP); opportunities for proposers to submit Alternative Technical Concepts (ATCs); payment of stipends to unsuccessful proposers and to all shortlisted firms if the procurement is canceled; the best value selection approach; establishment of evaluation committees; and negotiation.
