What is the purpose of this Notice? This Notice is to advise of the redistribution of FY 2020 obligation limitation to the States pursuant to section 120(c) of the Department of Transportation Appropriations Act, 2020, title I of division H, Public Law 116-94. The obligation limitation redistributed in this Notice expires on September 30, 2020.
How much obligation authority is available for redistribution? A total of $4,762,052,903 in obligation limitation is available for redistribution for FY 2020.
How much obligation authority was requested? States requested a total of $7,086,830,931 in additional formula obligation limitation for FY 2020.
How is the released obligation limitation redistributed? The amounts are redistributed in accordance with the requirements of section 120(c) of the Department of Transportation Appropriations Act, 2020, so that priority is given to those States that have large unobligated balances of funds apportioned under sections 144 (as in effect on the day before the date of enactment of the Moving Ahead for Progress in the 21st Century Act) and 104 of title 23, United States Code. The attached table shows the redistribution of unused obligation limitation to the States.
What action is required? Division Administrators should ensure that this additional obligation limitation is obligated no later than September 28, 2020.
