After review of FHWA Order 1370.12A, Personal Digital Assistants (PDAs), issued March 22, 2006, we have determined that this Order should be cancelled and removed from the active FHWA directives Website.  This policy is not in line with Departmental policy and guidance for Smartphones.  FHWA now follows the guidance as outlined in the DOT General Rules of Behavior for IT Users, issued March 21, 2017, and the Mobile Computing Device User Agreement in the Departmental Cybersecurity Compendium, Supplement to DOT Order 1351.37 Departmental Cybersecurity Policy.  As noted in paragraphs 7a1 and 7a2 of FHWA Order 1640.3, Cybersecurity Program, issued April 17, 2014, FHWA adopted the DOT Cybersecurity Policy and Compendium.  Moreover, with the move to shared services, FHWA will no longer be handling Smartphones as DOT will be taking over all wireless contracts.

Therefore, we request your approval to cancel Order 1370.12.  With approval, we will notify the directives program manager in HCFB-32 to officially cancel the Order and remove it from the active FHWA directives Website.
