  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES.

    1. The purpose of this change is to establish the Director of Innovative Program Delivery (DIPD) within the FHWA Executive Director’s office.  The DIPD:

      1. (1) provides national leadership and direct assistance to the States in the development and implementation of innovative and non-traditional project delivery techniques;

      2. (2) provides advice, guidance, and research support related to tolling and pricing initiatives and administers tolling authorities;

      3. (3) promotes the development and use of techniques associated with providing transportation in terms of innovative and non‑traditional funding sources, innovative contractual processes, and changing roles and responsibilities involved in designing, constructing, operating, maintaining, financing, obtaining, and procuring highway facilities; 

      4. (4) administers the Federal credit program authorized by the Transportation Infrastructure Finance and Innovation Act (TIFIA) in cooperation with the Office of the Secretary, the Federal Transit Administration, the Federal Railroad Administration, and the Maritime Administration; and

      5. (5) provides program and policy guidance for the administration of major projects in support of FHWA’s Federal-aid and Federal Lands Highway division offices and the States. 

    2. The FHWA organization chart and impacted mission and function statements have been revised to reflect these changes.  In addition, minor technical and grammatical revisions have been made throughout the attached document.
