  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES.
    1. The mission and function statements for FHWA's Office of Chief Counsel are revised as follows.

      (1) References to the Office of Chief Counsel providing legal advice and services to the Federal Motor Carrier Safety Administration (FMCSA) are deleted; this office no longer provides legal advice and services to FMCSA. A statement is added that, upon request, the Office of Chief Counsel provides legal services to FHWA's Office of Acquisition Management with regard to that office's administration of FMCSA contracts, grants, and cooperative agreements.

      (2) Paragraph 2 (Functions) is revised as follows:

      (a) Federal Lands/Native American Issues, now subparagraph j, is reworded for clarity, and to reflect that legal advice and services include those relating to the application of planning, infrastructure, and Traditional Cultural Property issues.

      (b) Administration, now subparagraph l, is revised to reflect that litigation representation and support is provided in connection with internal personnel, civil rights, and contract matters.

    2. The functional statements for the Associate Administrator for Administration are updated to reflect that the Associate Administrator for Administration serves as the Chief Financial Officer and the Chief Information Officer.

    3. Minor grammatical changes are made, a few paragraphs are broken-out into separate paragraphs, and several paragraphs are renumbered.
