FHWA Distribution System Handbook: Assembling a Final Directive Package

The final directive package contains the necessary documentation for approval. When properly organized, it speeds the review by the approving officials.

The Executive Correspondence folder (Form FHWA-221) is used for the final directive package. Use the following as your guide in building the final directive package.

  1. INSIDE-LEFT
    1. The Summary Sheet.

    2. The grid copy with concurrences and a complete copy of material that is being forwarded for approval is placed under the Concurrence tab (Form FHWA-222B). Only the concurrences of appropriate officials are indicated on the grid copy. Include concurrences from all offices that commented on the directive in addition to the normal required concurrences.

    3. The documents placed under the Background tab (Form FHWA-222A) include such items as:

      (1) a copy of FHWA comments, and/or a summary of the FHWA coordination, along with an indication of the disposition of the comments,

      (2) a copy of external comments, including those from within the DOT or from other Federal agencies, and a statement of the disposition of the comments, and

      (3) any other pertinent material.

  2. INSIDE-RIGHT. The original copy of the directive, any documents that are linked in the directive, and the transmittal document, if used. Use the "sign here" tabs to indicate where the signing official should sign. The final directive should be covered with the clear plastic "Executive Correspondence" cover.
