FHWA Records Disposition Manual (Washington Headquarters)

CHAPTER 16

This schedule covers records maintained by the Intelligent Transportation Systems/Joint Program Office (HOIT) in the Washington Headquarters Office of the Federal Highway Administration and reflects disposition authorities granted under DAA-0406-2014-0003 and DAA-0406-2020-0001. This schedule is media neutral, i.e., the disposition instructions apply to the described records in all media (including electronic information), unless the schedule identifies a specific medium for a specific series. For administrative records not covered below, HOIT will follow the FHWA Records Disposition Schedule for Washington Headquarters Administrative Records in Chapter 2 and the General Records Schedules (GRS).

 

HOIT 1 ITS Data Hub.
The ITS Data Hub (which replaced the Research Data Exchange in 2018) is a core element of the U.S. Department of Transportation’s (USDOT’s) Intelligent Transportation Systems/Joint Program Office (ITS JPO) that supports research, analysis, application development, and testing of operational systems exploiting the concepts of mobile communications and connected vehicles. The ITS Data Hub is a publicly accessible webpage through which users can find ITS research data sets and data feeds which are stored in different repositories including data.transportation.gov (DTG), a third-party Socrata-based data system managed by the USDOT Office of the CIO, and ROSA P, a third-party CDC Stacks-based data system managed by the National Transportation Library (NTL). Unregistered users may browse through the available data sets, use an advanced search capability to find data sets and data feeds that contain specific types of information, and download data files. Users may register with DTG to comment on files hosted there. Research project owners voluntarily submit information such as name, business organization, and research project information to be published for view by all users. (DAA-0406-2014-0003)

  1. Data Sets. Thisitem includes the data sets hosted on components of the ITS Data Hub and all metadata and user documentation associated with those data sets. The data sets include roadway traffic-related data such as vehicle latitude, longitude, heading and speed; travel times on road segments; traffic signal timing plans; rail transit schedules; and weather. Data provides include the Florida Department of Transportation, the University of Washington, Portland State University, Berkeley Transportation Systems, Inc., the National Center for Atmospheric Research, and the USDOT’s Office of the Assistant Secretary for Research and Technology.

    DISPOSITION: Temporary. Destroy/delete when 5 years old or when no longer needed for business purposes, whichever is later. (DAA-0406-2014-0003-0001)

  2. Website Management and Operations Records. Policies, as stated on the website and/or captured in the internal governance document, governing the behavior of website users and/or the website operator.

    DISPOSITION: Temporary. Destroy/delete when 5 years old or when related web content records are deleted, whichever is later. (DAA-0406-2014-0003-0002)

  3. Research Project Pages. Research project descriptions and electronic threaded discussions involving individual employees, ITS JPO contractors, and other website user.

    DISPOSITION: Temporary. Cut off threaded (take snapshot of) electronic files at the end of the fiscal year. Destroy/delete 5 years after cutoff. (DAA-0406-2014-0003-0003).

 

HOIT 2 ITS CodeHub.
The ITS CodeHub, which replaced the Open Source Application Development Portal (OSADP) in 2019, is a core element of the United States Department of Transportation's (U.S. DOT's) Intelligent Transportation Systems Joint Program Office (ITS JPO) that supports research, analysis, application development, code development, and testing of operational systems exploiting the concepts of mobile communications and connected vehicles. The ITS CodeHub is a publicly accessible web page through which users can find ITS-related source code. It uses various open software development platforms, such as GitHub, to store ITS-related source code. Unregistered users may browse through available code on ITS CodeHub and/or use an advanced search capability on ITS CodeHub to find code that contain specific types of information. Users can copy code repositories for independent work, submit updates to existing code and/or submit new repositories to add to the ITS CodeHub's search. Users may register with GitHub to comment on files and code repositories hosted there. Research project owners voluntarily submit information such as name, business organization, and research project information to be published for view by all users. (DAA-0406-2020-0001)

  1. Code. This item includes the source code hosted on components of the ITS CodeHub and all metadata and user documentation associated with that code.
