  1. PURPOSE. To issue revised pages to the FHWA Delegations and Organization Manual.

  2. EXPLANATION OF CHANGES. Part I (Delegations of Authority),:

    1. Chapter 4 (Administrative), Section 3 (Management Services) is amended to delegate the authority to the Associate Administrator for Motor Carriers to approve organization structures and changes within the Regional Offices of Motor Carriers;

    2. Chapter 4 (Administrative), Section 5 (Other Approvals), is amended to delegate the authority to issue public and/or meeting notices in the general notices section of the Federal Register to the following individuals:

        (1) the Associate Administrator for Administration for notices of public information concerning prospective grant and cooperative agreement solicitations for proposals and the opportunity to obtain more information regarding these prospective solicitations, and

        (2) the Associate Administrators, Staff Office Directors, the Director of the Intelligent Transportation Systems Joint Program Office, and the Federal Lands Highway Program Administrator for notices of public information concerning general public and advisory committee meetings;

    3. Chapter 5 (Federal-aid), Section 3 (Engineering and Operations) is amended by eliminating the prior concurrence requirement in connection with the existing authority of the Regional Administrators to rescind or withdraw acceptance or approval of alternativeprocedures proposed under 23 U.S.C. 117 and by eliminating all reference to the Secondary Road Plan which is obsolete.

    4. Part I (Delegations of Authority), Chapter 5 (Federal-aid), Section 4 (Intelligent Transportation Systems (ITS)) is added to delegate authority to Regional Administrators to manage ITS projects funded under Title VI of the Intermodal Surface Transportation Efficiency Act of 1991.
