- What is the purpose of this change? This change updates FHWA
Order M 1100.1A, FHWA Delegations and Organization Manual by documenting
three delegations that were previously approved in separate memorandums. This
Order supersedes all previous correspondence addressing these delegations.
- Which part of FHWA Order M 1100.1A is being updated? This
Order makes changes to Part I (Delegations), Chapter 4 (Administrative).
- What are the changes? Changes to Section 1 (Personnel Administration)
and Section 5 (Other Approvals) are as follows:
- Section 1 is amended to add paragraph 19 (Recruitment
and Relocation Bonuses), to delegate the authority to approve or reject bonuses
to CBU Program Managers, SBU Directors, and Directors of Field Services. This
delegation was made in a memorandum from the Deputy Executive Director, subject:
Delegation of Authority for Recruitment and Relocation Bonus Approvals and Issuance
of Interim Guidance.
- Section 5 is amended to add paragraph 105 (Innovative Technology
Work Orders) and subparagraphs 105a and 105b, to delegate the authority to manage
existing innovative technology work orders issued to the State departments of
transportation for technology transfer activities to the Program Managers for
the Infrastructure CBU, Operations CBU, and the Federal Lands Highway CBU.
This delegation was made in a memorandum from the Administrator, subject: Delegation
of Authority to Manage Existing Innovative Technology Work Orders.
- Section 5 is further amended to add paragraph 106 [Cooperative Research
and Development Agreements (CRADAs)], to delegate the authority to enter into
and sign CRADAs for the Federal Highway Administration’s laboratories to the
Director of Research, Development, and Technology. This delegation was made
in a memorandum from the Administrator, subject: Delegation of Authority to
Enter Into and Sign CRADAs.
