  1. What is the purpose of this change? The Office of Infrastructure's functions narrative is updated to document the Highways for LIFE (HfL) program, which is administered by the immediate office of the Associate Administrator for Infrastructure. Highways for LIFE refers to Long lasting highways using Innovative technologies and practices to accomplish Fast construction of Efficient and safe pavements and bridges. The HfL program demonstrates ways to change how highways are built, with the following goals: improve safety, reduce congestion due to construction, and improve quality. The program accomplishes these goals through performance standards, best practicable technologies, and improvements in materials, equipment, facilities, processes, contracting practices, and approaches to highway financing. To implement the HfL program, the FHWA works with stakeholders to promote the use of innovation in achieving the vision of widely demonstrating a dramatic improvement in the American driving experience. In addition to incorporating narrative on the HfL program, minor technical and grammatical revisions are made to other wording under the Office of Infrastructure.
