  1. What is the purpose of this change? The purpose of this change is as follows:

    1. Modify the vision and mission statements for FHWA to reflect the recently agreed upon statements.

    2. Modify the functional statement for the Directors of Field Services to more accurately reflect their roles and responsibilities.

    3. Document the inclusion of the position of Program Manager for Public-Private Partnerships within the Office of the Administrator.

    4. Modify the functional statements for the Intelligent Transportation Systems (ITS) Joint Program Office (JPO) to reflect the respective roles of the Research and Innovative Technology Administration (RITA) and the FHWA.

    5. Modify the functional statements of the FHWA Office of Planning, Environment, and Realty to better reflect new programs included in SAFETEA-LU, better reflect the FHWA's current program priorities, and better align related functions and activities.

    6. Modify the description of the FHWA Resource Center to reflect that it has five office locations and twelve Technical Service Teams (TST).

    7. Make minor grammatical and technical changes throughout the affected chapters.
