What is the purpose of this Transmittal? This transmittal revises Part 1, Chapter 3, Section 4, Intergovernmental Personnel Act (IPA) Assignments, of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM), dated June 28, 1996.
What are the major changes? This chapter has been revised to update information regarding the IPA Assignments in accordance with the Office of Personnel Management (OPM) regulations. Internet links have been established where appropriate. Minor changes were made throughout the section.
