What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 5, Section 2 (Performance Management System) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).
What are the changes? This PMM section has been revised to conform to the results-oriented performance culture within the FHWA, and to show more clearly the alignment of the FHWA policy guidance with the new Department of Transportation (DOT) Departmental Personnel Manual (DPM) 430 (Performance Management). The basic policy guidance in this section remains unchanged, but the section has been revised to better explain how the FHWA’s existing supervisory performance objectives and standards cover the new mandatory supervisory elements and standards in DPM 430. The section also simplifies the discussion of the performance improvement plan process and the opportunity period.
