- PURPOSE. To provide basic supervisory information regarding leave
administration in the Federal Highway Administration.
- REFERENCES.
- Title 5, Code of Federal Regulations, Parts 339 and 630, and
- Title 5, United States Code, Chapter 63.
- RESPONSIBILITIES.
- Unit Managers are responsible for the general administration of
leave within their respective organizations.
- The Office of Personnel and Training is responsible for the promotion
of leave policies and the interpretation of leave regulations.
- Leave Approving Officials are those officials who are authorized
to administer leave for employeesunder their supervision. Leave approving
officials are responsible for carrying out redelegated leave authority.
- Time and Attendance Clerks are responsible for following departmental
and agency established guidelines for documenting time and attendance, as
outlined in the Integrated Payroll Processing System (IPPS), Time and Attendance Manual.
- Employees are responsible for submitting requests for the use
of leave to the leave approving official in advance, if possible, furnishing
the required supporting documents and calling to the attention of the leave
approving official any discrepancies in leave balances related to their duty
or leave status. Whenever an unanticipated emergency prevents an employee
from reporting for work as scheduled, the employee should call his or her
supervisor within the first hour of the work day.
