Guidance on matching requirements for Federal Highway Administration (FHWA) funded grants and subgrants has been issued by several offices of the FHWA.  To provide more comprehensive and consolidated guidance that reflects current statutory and regulatory requirements set forth in 23 United States Code (U.S.C.), Highways, other highway program legislation, and implementing regulations, this memorandum establishes uniform Federal-aid policy guidance for matching Federal-aid highway program projects.

This memorandum also modifies the tapered match guidance to incorporate a fourth condition for usage of this cash management tool in order to properly account for donations and treatment of costs incurred toward the non-Federal share of project costs.

Questions about this guidance may be referred to Dave Bruce at 802-828-4567 or by email at david.bruce@dot.gov.
