Technology and Innovation Deployment Program

Program Purpose

The Technology and Innovation Deployment Program funds efforts to accelerate the implementation and delivery of new innovations and technologies that result from highway research and development to benefit all aspects of highway transportation.

Funding features

Funded by contract authority from the Highway Account of the Highway Trust Fund. Funds are available until expended. At the request of the State, the Secretary may transfer funds apportioned or allocated to that State to another State or to FHWA to fund research, development and technology transfer activities of mutual interest on a pooled fund basis. Funds are subject to the overall Federal-aid obligation limitation and the obligation limitation associated with these funds is available for four fiscal years.

The Secretary is required to set aside at least $12 million for each of FYs 2013 and 2014 from the funds authorized for the Technology and Innovation Deployment Program to accelerate the deployment and implementation of pavement technology.

To the maximum extent practicable, research activities shall be part of a data-driven, outcome-based plan, and shall be consistent with the Secretary's research and technology development strategic plan.

Federal share

The Federal share for this program shall be 80% unless otherwise expressly provided in MAP-21 or otherwise determined by the Secretary.
