Dear President McKenna:

Thank you for your leadership and the response activities the State departments of transportation
are undertaking to serve and safeguard their communities during this difficult time. We value
the tremendous partnership the Federal Highway Administration has with State transportation
leaders, and we stand ready to assist in any way we can.

As the different State jurisdictions consider additional actions to protect communities from the
spread of COVID-19, we encourage State transportation officials to keep in mind the impact
those actions may have on the free flow of products from suppliers to communities or on the
health and safety of essential critical infrastructure workers such as those who transport the
products. Placing undue restrictions on the National Network or closing rest areas where
professional drivers can rest may risk the safe and timely delivery of medical supplies, food,
and other essential goods. As we all work to stem the tide of this outbreak, let us also continue to
facilitate the safe, efficient, and seamless transport of critical supplies across the Nation.
