Figure 3.1 presents a flow chart for how to conduct an emissions analysis of border crossings. The flow chart lays out two parallel tracks for the analyses. The first track tabulates vehicle activity and emissions for each process involved in the no-action alternative; the second track does the same for each alternative action scenario. The results from each tract are then contrasted.
