Figure 4.5 presents a flow chart representing an alternative scenario for how northbound commercial vehicles could be processed at the Ysleta-Zaragoza port of entry. Under the scenario shown, the Mexican and United States inspection processes are combined to eliminate redundant checks. After paying the northbound toll, trucks move to a combined United States and Mexican government facility. Laden trucks, unladen trucks, and FAST program trucks are processed separately, all laden trucks that are not part of the FAST program are routed through the secondary inspection are for cargo inspections. The FMCSA check occurs at the exit of the combined United States-Mexican facility. Then commercial vehicles pass through the TxDOT border safety inspection facility before they can proceed into the United States.
