The Joint Working Committee (JWC) has created a compendium of border-wide regional border master plans with a comprehensive and prioritized assessment of transportation needs along the border including at the Ports of Entry (POE). The Regional Border Master Plan provides the next logical step in a comprehensive, binational transportation planning process. The Regional Border Master Plan (BMP) goes beyond the Binational Transportation Infrastructure Needs Assessment Study, Phase II (BINS II) to gather land use, environment, population, and socio-economic data. This data is used to evaluate growth and future capacity needs at the border and to more realistically forecast future conditions in the border region. Additionally, this data is utilized to evaluate the existing binational transportation and POE system, its current and future demand, and the infrastructure necessary to handle the expected growth. The BMP fosters consistency amongst the individual agency planning processes, which creates a documentation that feeds back into the periodic updates of the plan. The BMP considers short-term, mid-term, and long-term needs. The comprehensive list and prioritized assessment of the transportation and POE needs will support international trade as well as improve cross-border travel and the quality of life for the residents and visitors of each region. Therefore, the BMP should be incorporated as a component of Federal, State, and local strategic plans. Additionally, the outcome of the BMP process is accepted and embraced by stakeholders throughout the border region. Stakeholders should make the BMP part of their overall planning and forecasting process. The BMP should be regularly updated (every 3-5 years) with new data, policy issues, and economic and infrastructure changes as planned by the stakeholders (Arizona/Sonora, California/ Baja California, West Texas/New Mexico/Chihuahua, Laredo/Nuevo Leon/Coahuila/Tamaulipas; Lower Rio Grande Valley/Tamaulipas & New Mexico/Chihuahua).
This Border Master Plan presents a comprehensive binational approach to coordinating the planning and delivery of projects to improve traffic operations at each of nine land ports of entry (LPOEs) along the Arizona-Sonora border and to enhance the efficiency of the multimodal transportation infrastructure providing access to the LPOEs.
The California-Baja California Border Master Plan is a binational comprehensive approach to coordinate planning and delivery of projects at land ports of entry (POEs) and transportation infrastructure serving those POEs in the California-Baja California region. The California Department of Transportation, in partnership with the Secretariat of Infrastructure and Urban Development of Baja California (Secretaría de Infraestructura y Desarrollo Urbano del Estado de Baja California or SIDUE) and the U.S. - Mexico Joint Working Committee, retained the San Diego Association of Governments Service Bureau to assist in the development of this Plan.
The purpose of the New Mexico-Chihuahua Border Master Plan is to develop an integrated transportation infrastructure plan to guide future improvements and to enhance the efficiency and effectiveness of cross-border transportation facilities encompassed by its three principal metropolitan areas: the southern portion of Las Cruces, New Mexico; Deming, New Mexico; and Juárez, Chihuahua.

This Border Master Plan documents the needs and priorities of the Laredo-Coahuila/Nuevo León/Tamaulipas region. It also recommends a mechanism to ensure coordination on current and planned future projects and supporting transportation infrastructure to serve the anticipated demand imposed by a growing population and an increase in economic activity in the study area.
