Exhibit 19-11 includes a bar graph that shows areas meeting on-road mobile source emissions goals for the fiscal years between 1996 and 2001. The vertical axis measures percentages from 0.65 to 1 in increments of 0.15. The horizontal axis has three bars with 6 parts for each of 6 years. The first, for ozone, shows that areas meeting on-road mobile source emissions goals was 0.97 in 1996, slightly higher in 1997, 0.9 in 1998, 0.935 in 1999, 0.97 in 2000, and slightly lower than that in 2001. The second, for CO, shows that areas meeting on-road mobile source emissions goals was 0.935 in 1996, 0.96 in 1997, 1998, and 1999, 0.955 in 2000, and 1.0 in 2001. And the third grouping, for PM-10, shows that areas meeting on-road mobile source emissions goals was 0.68 in 1996, 0.86 in 1997, 0.96 in 1998, 1.0 in 1999 and 2000, and 0.945 in 2001.
