Exhibit 2-12 is a bar graph that shows the deployment of intelligent transportation systems (ITS) in 75 metropolitan areas in 1997, 1999, and 2000. The vertical axis has 10 ITS functions with three bars, one for each of the three years. The horizontal axis measures how many metropolitan systems have deployed the functions, from 0 to 80, in increments of 10. For the first ITS function-freeway conditions disseminated to the public-12 metropolitan areas had deployed it in 1997, while 22 had in 1999 and 2000. For emergency management vehicles under computer aided dispatch, 43 had deployed it in 1997, 66 in 1999, and 67 in 2000. For highway-rail intersections under electronic surveillance, 5 had deployed it in 1997, 9 in 1999, and 16 in 2000. For fixed-route buses accepting electronic fare payment, 30 had deployed it in 1997, 45 in 1999, and 42 in 2000. For fixed-route transit vehicles equipped with automatic vehicle location, 23 had deployed it in 1997, 30 in 1999, and 31 in 2000. For toll collection lanes with electronic toll collection capability, 36 had deployed it in 1997, 43 in 1999, and 73 in 2000. For signalized intersections under centralized or closed loop control, 46 had deployed it in 1997, 47 in 1999, and 49 in 2000. For arterial miles covered by on-call service patrols, 0 had deployed it in 1997, 3 in 1999, and 7 in 2000. For freeway miles covered by on-call service patrols, 30 had deployed it in 1997, 35 in 1999, and 40 in 2000. For freeway miles with real-time traffic data collection technologies 16 had deployed it in 1997 and 22 in 1999 and 2000.
