Exhibit 23-14 includes a chart that shows projected rural interstate pavement conditions in 2020 for different possible funding levels. The vertical axis measures percent change from 2000 from -20 to 60 percent in increments of 10 percent. The horizontal axis measures average annual system preservation investment from $1.8 to $3.0 billion in increments of 0.2 billion. The line starts at 50 percent at $2.0 billion, declines sharply to 25 percent at $2.2 billion, then declines more gradually to 15 percent at $2.4 billion, 8 percent at $2.6 billion, 3 percent at $2.8 billion, and 0 at $3 billion.
