Exhibit 23-17 includes a chart that shows projected urban interstate conditions and performance in 2020 for different possible funding levels. The vertical axis measures percent change from 2000 from -40 to 20 percent in increments of 10 percent. The horizontal axis measures average annual investment from $7 to $19 billion in increments of 1 billion. The line starts at -40 percent at $7 billion and rises steadily to -20 percent at $12.5 billion, 0 at $16 billion, and 13 percent at $18 billion.
