Exhibit ES02C is a chart that shows highway vehicle travel from 1993 to 2000. The vertical axis measures trillions of vehicle miles traveled (VMT): 0.5, 1. 1.5, and 2. The horizontal axis measures years: 1993, 1995, 1997, 1999, and 2000. VMT is measured for both rural and urban areas. Urban VMT was about 1.4 trillion in 1993, 1.5 trillion in 1995, slightly more than 1.5 trillion in 1997, about 1.6 trillion in 1999, and about 1.7 trillion in 2000. Rural VMT was about 0.8 trillion in 1993, about 0.9 trillion in 1995, 1 trillion in 1997, slightly more than 1 trillion in 1999, and about 1.1 trillion in 2000.
