Exhibit ES03A is a chart that shows public transportation capacity from 1991 to 2000. The vertical axis measures millions of capacity equivalent miles (CEM): 500, 1,000, 1,500, 2,000, 2,500, 3,000, 3,500, and 4,000. The horizontal axis measures years: 1991, 1993, 1995, 1997, 1999, and 2000. Rail CEM rose steadily from about 1,600 million to 1,900 million between 1991 and 2000. Non-rail CEM roughly paralleled rail's trajectory during the same period. And total CEM grew from about 3,100 million in 1991 to 3,200 million in 1993, 3,300 million in 1995, 3,400 million in 1997, 3,700 million in 1999, and about 3,800 million in 2000.
