Miles with Acceptable Ride Quality (see description below)

Exhibit ES04A is a bar graph that shows highway miles with "acceptable" ride quality. The vertical axis measures percentages from 78 to 90 in increments of 2 percent. The horizontal axis measures years: 1993, 1995, 1997, 1999, and 2000. "Acceptable" ride quality was at 82.5 percent in 1993, rising to 85 percent in 1995, and 86.6 percent in 1997. It dipped to 85.4 percent in 1999 and rose again to 86 percent in 2000.
