Exhibit ES08A is a bar graph that shows the decline in the fatality rate between 1980 and 2000. The vertical axis measures fatalities per 100 million vehicle miles traveled (VMT) between 0 and 3.5 in increments of 0.5. The horizontal axis measures every year between 1980 and 2000. There were about 3.3 fatalities per 100 million VMT in 1980, falling to 3.2 in 1981, 2.8 in 1982, 2.6 in 1983 and 1984, 2.5 in 1985 and 1986, 2.4 in 1987, 2.3 in 1988, 2.2 in 1989, 2.1 in 1990, 1.9 in 1991, 1.7 between 1992 and 1996, 1.6 between 1997 and 1999, and 1.5 in 2000.
