Exhibit ES42A is a pie chart that shows the benefits of transit to riders. 36.2 percent of transit benefits comes in the form of location efficiency and mobility, 21.3 percent comes from mobility and congestion mitigation, 19.6 percent comes from congestion mitigation only, 14.7 percent comes from location efficiency and congestion mitigation, and 8.2 comes from mobility only.
