Exhibit ES44B is a chart that shows the decline in the percentage of Strategic Highway Network Bridges (STRAHNET) bridges rated deficient. The vertical axis measures percentages from 20 to 25 in increments of 1 percent. The horizontal axis measures every year between 1995 and 2000. In 1995, about 23.9 percent of STRAHNET bridges were deficient. The percentage rose to 24.3 in 1996, then dropped to 22 in 1997. The percentage was 22.3 in 1998, 22 in 1999, and 21.5 in 2000.
